The upload I threw up here the other day was apparently an old document and didn't have any of the new town building rules. Sorry for the mix-up. That's been corrected and this latest update is the most up-to-date ruleset. It has all the town building rules AND another cryptid called The Scarecrow. I'm also providing a PDF version as some folks aren't able to open a .doc file.
